The Full Cost Breakdown

Option 1 — Full Autoscuola (Driving School) Route

Most expats who are not confident in Italian use a driving school for everything. Here is the typical cost structure:

Item Typical Cost
Autoscuola registration fee €50–€100
Theory course (lessons + materials) €200–€400
Theory exam attempt (first) €40–€60 (school fee)
Theory exam re-sit (if needed) €40–€60 each
Mandatory driving lessons (8 h under DM 294/2025; some autoscuole still accept 6) €300–€600
Practical exam attempt (first) €100–€150
Practical exam re-sit (if needed) €100–€150 each
Medical certificate (visita medica) €50–€80
Total (first attempt, no re-sits) €740–€1,390
Total (one theory re-sit, one practical re-sit) €920–€1,750

Driving Freedom estimate, October 2026. Prices vary significantly by city. Milan and Rome sit at the top of the range; smaller cities in the south are often 20–30% cheaper.

Option 2 — Privatista Route (Independent Candidate)

Under Italian law (Codice della Strada, DL 285/1992, art. 121), you can register directly with the Motorizzazione Civile as a candidato privatista — an independent test candidate — without enrolling in a driving school for theory preparation. This is the route Pouya used, and it can save you around €300–€500 (Driving Freedom estimate).

Item Cost
Theory exam application (tariffa 20, PagoPA) €10.20 + €16
Study app / materials (e.g. Driving Freedom) €0–€100
Mandatory driving lessons (8 h under DM 294/2025; some autoscuole still accept 6) €300–€600
Practical exam €16 state fee (tariffa 21, PagoPA) + €100–€150 to the driving school (car and instructor)
Medical certificate €50–€80
Total (first attempt) €490–€970

Driving Freedom estimate, October 2026 — prices vary by city. State fees (PagoPA) are the official ones.

Even on the privatista route you must complete compulsory driving lessons at a driving school, including motorway or extra-urban roads and night driving, before sitting the practical exam — this is a legal requirement. DM 294/2025 sets them at 8 hours in four modules (2 hours of vehicle and safety basics, 3 urban, 2 on motorways or extra-urban roads, 1 at night), but it is not applied in practice yet: it applies only once the implementing decree of the Ministry is in force, and only to a foglio rosa issued after that. Until then the previous rule (DM 20-04-2012: at least 6 hours) still applies, and some autoscuole still accept 6 hours. Ask your autoscuola which rule applies to you. You cannot skip this.

City-by-City Price Ranges (2026)

City Theory course (autoscuola) Practical lessons (per hour) Full autoscuola total
Milan €350–€450 €45–€60 €1,100–€1,600
Rome €300–€400 €40–€55 €1,000–€1,500
Turin €280–€380 €38–€50 €900–€1,400
Bologna €260–€350 €35–€48 €850–€1,300
Naples €200–€300 €30–€42 €700–€1,100
Palermo €180–€280 €28–€40 €650–€1,000

What Drives the Cost Up

Theory re-sits are the most common budget-killer. The Patente B theory exam has 30 true/false statements; you must answer at least 27 correctly (maximum 3 errors) within 20 minutes. A failure means waiting at least one month before your next attempt, paying another exam fee, and in the autoscuola route, often paying for additional lessons.

The best way to avoid re-sits is targeted practice. Driving Freedom's question bank covers 6,700+ exam practice questions, with explanations in English, Persian and Arabic.

Practical re-sits are expensive because they include examiner fees, car hire from the driving school, and fuel. One re-sit typically adds €100–€180 to your total.

  • Medical certificate — required by law; obtained from an authorised doctor or the Motorizzazione's own medical commission. Cost: around €50–€80 (Driving Freedom estimate, October 2026; varies by city).
  • State fees — €10.20 + €16 for the theory exam application (tariffa 20) and €16 for the practical exam (tariffa 21), paid via PagoPA.
  • Compulsory driving hours at an autoscuola — mandatory by law even for privatista candidates: 8 hours under DM 294/2025, not yet applied in practice; some autoscuole still accept 6 hours.

How to Save Money

  1. Study independently for the theory exam. The theory course at an autoscuola costs €200–€400 and covers the same material available in official study apps. If you can pass the theory exam without the school's course, you save this entire amount.

  2. Pass the theory exam first time. Each re-sit costs time and money. Use a practice app with timed mock exams to simulate real exam conditions before your actual test.

  3. Register as a privatista. If you are confident studying independently, skip the autoscuola entirely for the theory preparation phase. You still need the driving school for mandatory practical lessons.

  4. Negotiate driving lesson packages. Most autoscuole offer package deals of 10–15 lessons at a discounted hourly rate. Buying a package upfront is almost always cheaper than paying per lesson.

  5. Choose the right city. If you are flexible about where you take the exam, cities outside the major northern centres are 20–30% cheaper across the board.

Timeline and What Affects It

Budget for 2–4 months from registration to licence in hand, assuming no re-sits:

  • Motorizzazione appointment availability: 2–6 weeks depending on city
  • Theory exam waiting time after registration: 3–8 weeks
  • Practical exam waiting time after passing theory: 2–6 weeks
  • Licence delivery after passing practical: 1–3 weeks

Driving Freedom estimate, October 2026 — waiting times vary by city and office.

Booking waits are longest in Milan, Rome, and Turin. If you are in a rush, some privatista candidates travel to a smaller city's Motorizzazione where appointment availability is better — this is legal.

Time Comparison

Phase Autoscuola Privatista
Theory preparation 2–4 months 2–3 months (self-paced)
Theory exam booking wait Autoscuola handles 4–8 weeks at Motorizzazione
Practical phase 1–3 months Same — mandatory hours required
Total typical timeline 5–9 months 4–7 months

Driving Freedom estimate, October 2026 — waiting times vary by city and office.

Pass Rate Reality

In 2025, 27.98% of privatista theory sittings and 63.82% of autoscuola sittings were passed (all licence categories, MIT Esiti Esami 2025). This gap exists because autoscuola candidates receive more structured preparation and are only put forward when the school believes they are ready.

A study app like Driving Freedom, with 6,700+ exam practice questions and timed mock exams, helps you prepare on your own.

Who Should Choose Which?

Choose autoscuola if:

  • This is your first time studying Italian highway code
  • You are not confident studying independently
  • You want the school to manage all appointments and paperwork
  • Time matters more than cost

Choose privatista if:

  • You have already driven in Italy or have a foreign licence
  • You are disciplined and can study independently
  • You want to keep costs down
  • You are comfortable booking at the Motorizzazione

Extra Costs Foreigners Face That Italians Do Not

Extra Cost Typical Price Notes
Sworn document translation €30–€60 per document Required if your identity document, birth certificate, or foreign licence is not already in Italian
Authorised medical certificate €50–€80 Must come from a doctor authorised for driving-licence certificates (medico autorizzato per le patenti) — your GP only if authorised
Permesso di soggiorno renewal €50–€100+ (plus waiting time) If your permesso expires during the process, you cannot complete registration until it is renewed
International Driving Permit (if driving during process) €40–€50 For the first 12 months of residence your home licence must be accompanied by an International Driving Permit or an official Italian translation; the IDP is issued by your country's motoring association

Driving Freedom estimate, October 2026 — prices vary by city.

The permesso di soggiorno timing issue is the most serious. If your permesso expires while you are between registering for the theory exam and taking the practical exam you will need to renew it before the Motorizzazione will proceed. Build this into your timeline from day one. Check your permesso expiry date before starting the process.

Frequently Asked Questions

Do I need to pay for an autoscuola to get Patente B? No. You can register directly with the Motorizzazione as a privatista (independent candidate) for the theory exam. However, before the practical exam you must complete compulsory driving lessons at an autoscuola (driving school), with a qualified instructor. The new decree DM 294/2025 sets them at 8 hours in four modules: 2 hours of vehicle and safety basics, 3 hours of urban driving, 2 hours on motorways or extra-urban roads and 1 hour of night driving. It is not applied in practice yet: it applies only once the implementing decree of the Ministry is in force, and only to learners whose foglio rosa is issued after that. Until then the previous rule (at least 6 hours, including motorway or extra-urban roads and night driving) still applies, and some autoscuole still accept 6 hours. Ask your autoscuola which rule applies to you.

Can I take the theory exam in English? No. The theory exam is in Italian, French or German only. Foreign candidates may ask to hear the statements read aloud (in Italian), and no interpreter is allowed (MIT circ. 20367/2014).

What happens if I fail the theory exam? You must wait at least one month before your next attempt. You have at most 2 attempts within 6 months of your application; after that you make a new application and pay the state fees again (€10.20 + €16).

Is the privatista route harder? The exam content is identical. The only difference is that you study independently rather than attending lessons at a driving school. With a good study app and 2–3 months of consistent practice, the privatista route is achievable for most people.

Do EU residents pay the same fees? EU residents with a driving licence from another EU country who are converting it (not taking the exam from scratch) follow a different, cheaper process — see our guide to converting a foreign licence to Patente B.

Do costs or requirements differ by nationality? The core exam fees above are the same for everyone, but visa status, residency documentation, and licence-exchange reciprocity vary a lot by home country — see our nationality-specific guides for Bangladesh and Iran.

What if my permesso di soggiorno expires during the Patente B process?

You will need to renew it before the Motorizzazione will proceed with your registration or allow you to sit the practical exam. The practical solution is to check your permesso expiry date before starting the process and, if it expires within 6 months, initiate the renewal simultaneously with your Patente B registration. Do not wait until it expires.
