It is a mandatory sign. It indicates the start of a pedestrian street/area (designated for pedestrian traffic).
Consequently, it does not permit the passage of vehicles.
It is in effect 24 hours a day.
It does not indicate a pedestrian crossing or a combined pedestrian and cycle path (other signs are provided for these).
