It is an installed information sign placed on motorways (green background) that indicates the mandatory minimum speeds (not recommended) to be maintained in the indicated lanes.
Therefore, the first lane on the right may be used without minimum speed limits, the middle lane cannot be used at speeds below 60 km/h, and the left lane cannot be used at speeds below 90 km/h.
It is not true that it allows driving at 160 km/h in all three lanes, as the general speed limit on motorways is 130 km/h.
