Transitabilità (passo aperto con obbligo di catene)
شرح الموضوع
It is placed on mountain roads and indicates the road accessibility conditions (in this case, for the Stelvio Pass).
It indicates that the road is open (meaning it is possible to reach the Stelvio Pass), but only for vehicles equipped with snow chains or winter tyres (thus mandating their use).
It is not correct to say it recommends fitting snow chains; rather, it mandates it (unless winter tyres are fitted).
